Holland and Belgium both r so close that time wise it would be almost same. chose whatever you are comfortable with. travelling waterways would be fun because it would be new. but believe me after being in water for an hour there is nothing to do. the scenary is same. in car you can have stops take the scenic route exit in close by cities. and you could be travelling on boats within the city, Like in amsterdam boats are like buses. you got out in museum then board again after few hours and then board again for some other attraction. i think they are fairly regular too.hope it help and enjoy ur trip

I think you'd better do it by car. Waterways don't bring you everywhere and you can't just stop with a boat everywhere you'd like.

you should go from them and around them by car, but you should also explore the water ways. for instance, there is a place in the netherlands (don't call it holland or they get really mad, trust me on that one) that you can look at a bunch of different old windmills from different time frames, but you can only see them by going on the water.
