Probably not since the US Virgin Islands are US territory. However, you need to verify with the State Department (www.state.gov). You can also contact the consulate that issued your visa.

No. It is a US Territory so all you need is a government issued picture ID.

If you have a visa for travel throughout the US, I would not think so. As a US citizen you don't have to but if you are here on a visa you just may.
