Question : I got a Schengen single entry Visa thru Belgium. Can I travel to other Scengen countries from Belgium?
The validity is for 15 days and I can intend to travel to France and Italy within those 15 days only.

As long as you stay in the Schengen countries, you can travel as much as you want in these countries during 15 days. With your Schengen visa from an Belgian embassy you can travel to France and Italy without any issues.Because you have single entry visa, make sure you never leave Schengen zone otherwise you cannot enter again.Eg. you come to belgium and go back to your homeland, even if 15 days are not up, you cannot come back.The way to avoid this is to get multiple entry visa.
