my wife is thai and lived in england for four years. and has been given leave to remain in united kingdom for an indefinite period. can she use her thai passport to go on day trip to belgium

No, she needs a passport from a country in the Eu to visit Belgium without a visa, but she may get in on a thai passport with a visa. Check it out at the belgian embassy or consulate, whichever is nearest to you.

If your wife has been in England for 4 years legally then she would have a stamp in here passport stating so. She can travel thru out the EU with out harassment. You can travel to Belgium for 90 days without a Visa or any other EU country for that matter.
