Question : Can a US permanent resident (greencard holder) travel to the Czech Republic with a Schengen visa?

Schengen agreement does not apply to Czech Republic, and a separate visa is needed unless the traveller is a citizen of a country whose citizens are not required to have an entry visa to Czech Republic. Belarus is not one of those countries.
