cheapest time is summer but that is not the best time you are in the middle of hurricane season. The most popular time is november through April when its cold everywhere else and still 80 deg there

Late April worked well for us - it was ideal weather there, cold where we came from, and it didn't seem terribly crowded with tourists.

Cheapest time is late summer & fall but there are hurricanes possible, the best time for me is January. After the holidays are over I like to miss a week of winter by sunning myself on a cruise ship in the Carribean.
